Most people prefer what's easier to believe. Supernatural presences-- religion, for example-- or superstition. Something that makes it not their fault. It's mass hysteria, perhaps some psychological alterations. [After all, if Baskerville had a scientist willing to revive H.O.U.N.D. experiments... he wouldn't put something like that past the Malnosso.

Something in the water, perhaps. Something to get at large numbers of the population at once, yet it seems to manifest differently. It will make an interesting study, once things settle.
